The Instructional Materials Implementation Journey

Implementation science suggests that people move through a series of non-linear but relatively predictable stages when implementing a new program, including new instructional materials.

Rivet Education’s Instructional Materials Implementation Tool serves as a roadmap for the five phases of HQIM implementation. It is the foundation for the data submitted and displayed in the Delaware Implementation Dashboard. The tool outlines the key actions and corresponding success criteria that school system leadership, school leadership, and teachers need to navigate each phase successfully.

Why Is Delaware Investing in An Implementation Dashboard?

As part of the Delaware Department of Education Early Literacy Coach initiative and Bridge to Practice Grants, system leaders, school leaders, and early literacy coaches will use the Delaware HQIM Implementation Dashboard to monitor the strength of their HQIM implementation to support their reflection on where they are in the journey to implement HQIM and where they should spend their time and energy to move forward. The dashboard captures data about system leaders’, school leaders’, and teachers’ HQIM implementation twice a year, in the fall and spring semesters. Reporting on this data allows users to identify trends and next steps to support HQIM implementation and provide helpful data to the DDOE to support their efforts.
